RULES OF THE YOUTH SECTION


The Youth Section of Brixham Rugby Football Club caters for players from the ages of 6 to 17. Our mission is :
“To provide the opportunity for fun, enjoyment and skill in the right environment, free of fear and harassment, where everyone has the opportunity to play the game and always putting the welfare of each individual player first – which is far more important than winning a game.”
MANAGEMENT
The Youth Section shall be managed by a Committee comprising a Chairman, Vice Chairman, Secretary, Treasurer, Membership, Fixtures, Director of Rugby, Coaches and other members.
The Members of the Section shall elect the Committee at the Youth Section AGM. Nominations for appointments, supported by proposers and seconders should be sent to the Chairman at least 14 days prior to the AGM.
In addition, the Committee may co-opt others, as required, to assist with particular tasks such as catering, retail, coaching etc.
A Member is a person who has paid the appropriate annual subscription to the Section, and may be represented by his/her parent or guardian.
The Chairman of the Youth Committee represents the interests of the Youth Section at the Club Executive Committee meetings. Other members of the Youth Committee may represent the Youth Section on various other committees of the Club – discipline, finance, social etc.
Detailed descriptions of each Youth Committee appointment are listed below.
FINANCE
The Youth Section Committee is responsible for setting an annual budget and establishing subscription levels commensurate with the planned budget. At the end of the playing season, the Youth Committee is required to present a complete statement of accounts for the year to the main club to include in the year end accounts. All expenditure must be made in accordance with the guidelines laid down by the Youth Committee.
Subscriptions are to be collected by the treasurer, through the Membership Secretary and through the various Age Group representatives.
PLAYING
The Youth Section Committee is responsible for the organisation and management of suitable matches, tournaments and tours. For any tournament or organised tour, prior approval has to be sought through the Youth Section Chairman, from the Club Executive Committee. Without such approval, players on tour will not be insured.
The Youth Committee is responsible for the selection, training and development of the Youth Section Coaches. It is responsible for upholding the high standards of rugby football and player behaviour in the Club.
DISCIPLINE
The Committee is responsible for enforcing discipline in compliance with guidelines laid down by the Club and the RFU. Unacceptable behaviour by any player on or off the field will not be tolerated.
If any player is sent off during any match, the circumstances must be reported to the Youth Section Chairman as soon as possible. Any such breaches of discipline will be investigated by the Youth Section Disciplinary Committee comprising the Chairman, Director of rugby and one other Committee member.

YOUTH SECTION COMMITTEE – TERMS OF REFERENCE
CHAIRMAN
·1To chair monthly committee meetings.
·2 To be involved in decision making for club
·3To attend Executive Meetings on behalf of Youth.
·4To be aware of ALL financial matters and to sign all cheques.

VICE CHAIRMAN
·1To act as a deputy for Chairman in his absence.
·2To be a key decision maker and to be involved in the day-to-day running of the youth.

SECRETARY
·1To organise agenda for committee meetings, take minutes and circulate.
·2To liaise with the RFU regarding various coaching courses, meetings etc.
·3To sit on sub committees ( ie disciplinary)as and when necessary.
·4To be involved with the local sports bodies to promote sport and local rugby.
·5To produce newsletters and flyers to send out to players and parents.
·6To help produce letters and information for Rugby week.
·7To receive various information fron Devon RFU, the RDO and other sources and to circulate and inform all committee members.
·8To supply invoices for sponsorship and to respond to donations given to the club.
·9To liaise with other clubs on various matters and to complete Accident reports.

TREASURER
·1To be responsible for All financial matters within the club.
·2On receiving authorised invoices processing the cheques for payments and operating a debit and credit accounts system
·3. To report back to the Youth Committee meeting on a monthly basis and supply the relevant information.
·4To receive, enter and bank all payments made to the club.
·5To take stock of all clothing and food .
·6To keep books up to date to present to the main club and also for the accountants and auditors.

FIXTURE SECRETARY
·1to contact various clubs in Devon and to attend the Fixture Secretaries meeting to arrange fixtures for all age groups taking into account dates for cup matches, the number of fixtures for each team and also evenly distributing home and away matches throughout the season.
·2Once fixtures have been confirm to distribute the fixture list to ALL coaches, committee and catering staff and senior rugby secretary.
·3On the week before the fixture to confirm this with the opposing teams and to let the coaches know of which pitches, ko times and any other arrangements.
·4Book the school pitch and changing rooms and also inform caterers of how many teams to cater for. liaise with the
·5Liaise with St Johns Ambulance if fixtures are cancelled.
·6They must liaise with the main club to inform them of weekend home games and to inform them of which pitches are to be used and also for the bar supervisor to ensure they have sufficient staff on duty.
·7To inform coaches of there cup matches and the teams that they have been drawn against.
·8To liaise with the Chairman and main club to communicate with opposition and our own coaches if games have been cancelled.
·9The Fixture secretary should be contactable by Home phone, mobile phone and also e-mail.

MEMBERSHIP SECRETARY
·1To draw and design up the membership forms and to distribute these during rugby week and throughout the season.
·2The forms will also include the code of practice, Photographic policy and any other information that the committee decides to add for next season.
·3To receive the completed forms/ photographs from players and fill out the relevant information and send copy to RFU and then give membership card back to coach .
·4To attend monthly committee meetings and report on membership numbers.
·5To keep an updated list of all players, addresses and telephone numbers and to regularly give these details to the coaches.

DIRECTOR OF RUGBY
·1To work with the senior club DoR and develop a coaching and training programme for the season to aid the development of all teams.
·2To help and develop coaches, advise of RFU courses and other training programs during the season.
·3To source training manuals, DVDs, organise training courses, (in house and external.
·4To over see ALL Youth teams and to help in coaching where and when necessary.
·5To ensure all coaches have the equipment, balls and kit required for the season.
·6To attend the Main Clubs Rugby Committee meetings and to report back information to the Youth Committee each month.)
·7To report to the RDO the number qualified coaches and to forward and update coaches on rule changes and developments within the game. This would suit someone that was not involved in one particular team.

C
RB/WELFARE OFFICER
·1To ensure that all the coaches and committee members complete the Criminal Records Bureau checks and maintains these records.
·2To look after the welfare needs of the children at the club.
·3To ensure that the BRFC Child protection policy is adhered to

CATERING

·1To provide food on match days for both home and away teams.
·2This will be healthy food as approved by the committee.
·3The numbers of meals should be recorded and a stock take should be taken on a monthly basis.
·4The purchase of food should be made from nominated supplier.
·5The kitchen will be left in a clean state and all procedures will be subject to Health and Hygiene standards.
·6All caterers should hold the basic hygiene certificate.

DEVON REPRESENTATIVE
·1To represent Brixham at Devon Youth RFU meetings and to report back to the club at the youth committee meetings.

SPONSORSHIP and FUNDING SECRETARY
·2A new role in obtaining and organising sponsorship during the season and also for our main fund raising event, Rugby Week.
·3Liaising with the main club sponsorship secretary so not to overlap and to raise funds for the week to week running of the club,( ie transport, kit, equipment, pitches, training courses, etc).
·4Helping teams trying to raise funds for end of season tours.
·5Working with the local council, RFU and also other organisations to obtain further funding.

CLUB SHOP CO-ORDINATOR
·1To be responsible for the club shop and ensure the supply of various branded garments and other products for all age groups.
·2All purchases for new stock to be authorised by the committee and a price agreed.
·3Should be available on Sundays and occasionally during the week at practice to sell these goods.

UNDER 11s Co-ordinator
·1To work closely with the Director of Rugby and also the Fixture Secretary to liaise with the coaches of the age groups 7-11.
·2To communicate on weekends if matches are cancelled, arrangements differ etc.
·3To help identify issues within the minis and report these to the DoR.


UNDER 16s Co-ordinator

·1To work closely with the Director of Rugby and also the Fixture Secretary to liaise with the coaches of the age groups 12-16.
·2To communicate on weekends if matches are cancelled, arrangements differ etc.
·3To help identify issues within the juniors and report these to the DoR.

RUGBY WEEK SECRETARY
·1To collate the application forms prepared by the Secretary and to organise the various groups for the week’s course.
·2To coordinate the registration of players each day and to act as administrator throughout the week.
·3To liaise with the Head Coach and to organise the certificates and medals/trophies.
